Mid-Term Evaluation of the Export and Regional Wine Support Package
The Export and Regional Wine Support Package (ERWSP) is a one-off allocation of $50 million from the Australian Government, over four years, aimed at growing the Australian wine sector by showcasing the nation’s wine tourism offering and driving demand for Australian wine exports. The package comprises four programs: China and USA marketing; capability development; grants; and transforming cider businesses. The package is delivered by Wine Australia.
Forest Hill, Miracle Dog, Poimena Analysis and Rural Analytics undertook a mid-term evaluation of ERWSP on behalf Wine Australia in 2018. The evaluation required an examination of progress against the monitoring and evaluation framework of the package, an assessment of the likelihood of delivering the target 5:1 benefit : cost ratio and recommendations for any needed adaptive management actions.
The evaluation involved:
- A review of documents pertaining to the program, including the business plan, annual plans, progress reports and export data
- Consultations with package participants and other stakeholders
- Analysis, including limited economic modelling
- Preparation of draft and final reports.
